David Carr - Distance Learning, Government, and Leadership
Dave advises Positive Edge on overall Strategy in distance learning and government sector.
Dave holds a senior management position at EDS. He is currently an Account/Business Development Manager for a multi-million dollar program to develop a national training center, with supporting infrastructure, to enable distance-learning training to every county in the United States. He has supported the program development since the conception stage and participated in numerous briefings to senior government officials, both State and Federal, to obtain initial funding.
Previously he was Account Manager for a large program start up. He directed the integration and implementation of a nationwide network and Distance Learning solution. He managed the program initiation and deployment of Distance Learning Classrooms to all 54 states and territories. Dave developed client relationship to grow the business from a start up operation with a staff of 3 and $30,000 annually to a staff of 200 professionals and $50M annually in 4 years.
Before joining EDS, Dave was International Liaison Officer for the U.S. Army. He was the U.S. representative to an international consortium organized to build the Stinger Missile system, responsible for maintaining U.S. security and technical rights while managing contractual exchanges. He successfully expedited program schedules and participated in numerous multi-national negotiations, serving as the major conduit for American and European industries. Dave also facilitated the signing of the international Memorandum of Agreement and the follow on production contract. Focused efforts to optimize procurement, scheduling, and delivery of products between the U.S. and Europe.
Dave received his MS degree in Contract and Acquisition Management from Florida Institute of Technology in 1980 and B.S. degree from the United States Military Academy at West Point in 1970.
